In the Islamic Republic, foreign policy has nothing to do with governments

Dr. Amir Hooshang Mirkooshesh in an Interview with the Iranian journal of international relations: In the Islamic Republic, foreign policy has nothing to do with governments.

Dr. Amir Hooshang Mirkooshesh, the university professor and the director of the Iranian journal of international relations in an Interview with the special case of the month Stated that basically during the period of the Islamic Republic of Iran, foreign policy has nothing to do with governments  and Macro-policies in foreign policy decision-making is at the disposal of the leadership and supreme national security council  and other institutions and governments are just implementing these policies.

This issue was emphasized in the audio tape of Mr. Zarif, Minister of Foreign Affairs and the speeches of the leadership of the Islamic Republic of Iran. According to Dr. Mirkoosh, the Joint Comprehensive Plan of Action (JCPOA) has been under the supervision of the leadership and the Supreme National Security Council from the beginning of the negotiations until its approval On the other hand, the resolutions of the Supreme National Security Council will not be enforceable without the approval of the leadership.

According to this university professor and analyst on international relations and foreign policy, the same process will take place in the next government and regardless of who becomes president, foreign policy will be designed and implemented as before. It seems that the negotiation process with the P5 + 1 is inevitable until a final agreement is reached, due to the sanctions and economic problems and the possibility of socio-political crises. Dr. MirKooshesh further stated that, despite this I believe that if the current negotiations are not on the agenda with additional negotiations on regional issues and other issues, the possibility of failure of current agreements is not far from the mind.

This university professor and the director of the Iranian journal of international relations regarding the possible future team in the nuclear negotiation, stated that, in my opinion, the current nuclear negotiating team with a lot of experience in negotiations is much more professional than the previous teams and possible negotiating teams close to the Conservative government and they can manage the negotiation process well until the final result is reached. In Dr. Mirkooshesh point of view, in the next government, the same negotiating team or groups close to them will probably lead the negotiations. Of course, it must be acknowledged that In the case of normal situation and the elite circulation, the same current negotiating team has fundamental weaknesses.

Dr. Mirkooshesh noted at the end that, the process of foreign policy of any country is influenced by the sources of foreign policy, social, governmental, roles and individuals. Foreign policy has positive effects on the national interest when that all foreign policy resources are collectively used in the process and decisions of foreign policy and its results and finally determine the outcome of foreign policy. Decision-making in the foreign policy of the Islamic Republic of Iran is mostly influenced by both governmental and individual sources, and the other three sources do not play much role in it.
